The TANF program has supported needy families with cash assistance in exchange for participation in activities that help them move toward work and self-sufficiency. Requiring program participation of TANF clients as a condition of TANF eligibility reinforces the message of personal responsibility and work. Despite the challenges, we continually explore ways to improve the efficiency and attraction of program services to engage clients in work activities. Several strategies will be discussed to improve engagement and employment outcomes for TANF clients. During this presentation, it is our intent to assist LWDBs in enhancing the quality and efficiency of their programs via performance management strategies.
Under the TANF statute, The WPR is the primary measure to determine the level of client engagement in work or work-related activities. The WPR documents the percentage of the work-eligible TANF caseload that is engaged in federally defined work activities for a specific number of hours per month. This presentation seeks to address the basics of understanding WPRs and strategies for improving them at the Local Workforce Development Boards.
